Brown the ground beef in a large skillet over medium-high heat ~8 minutes. Drain any excess grease.
Add the garlic, ginger, soy sauce, rice vinegar, brown sugar, and sesame oil to the pan. Simmer for ~2 minutes, stirring frequently. Add the red pepper flakes and sesame seeds at the end.
Toss the cabbage, lime juice, sesame oil, and scallions in a medium bowl to evenly coat.
